The story isn't assuming anything. It's just stating things how they are. All assumptions are coming from you lot! ;)
You all need to consider that the 360 has sold far more consoles than the PS3, hence there will be far more 360 copies pressed.
If they had sold the same amount of consoles but the PS3 one was sold out in comparison with the 360, you'd have an argument.
At the moment however, you don't.
Or there are fewer PS3 copies out there because of the relatively small install base compared with the 360.
Considering almost all PS3 multiplatform titles have had worse framerates than the 360 it seems the PS3 version will most likely be even worse than what !UP is reporting here.
So I wouldn't get your hopes up.
